    New TL 9000 Requirements Handbook R5.5 

    Catch this YouTube video clip of BIZPHYX Senior Vice President, Bob Clancy as he briefly discusses the latest update to the TL 9000 Requirements Handbook R5.5.  In this video, Bob explains about implementation dates and what has changed with the latest revision.

     

     

    There are still 92 requirements although one was added, one was deleted and another, 7.2.3.C.1 has been split into two clauses.  BIZPHYX and QuEST Forum will be offering Delta Courses in the future to explain the changes from R5.0 to R5.5 in further detail.

    TL 9000 Alert 13-001A issued by QuEST Forum on February 4, 2013 announces enhancements to current TL 9000 data submission error checking to include 8 new TL 9000 cross-measurement checks.  These error checks are meant to address situations where data inputs across two or more measures should meet specific rules, but do not.

    Update From The QuEST Forum Leadership Summit 2013 

    The QuEST Forum Leadership Summit took place in Dallas a few weeks ago and the summit officially kicks off the new year for TL 9000 and QuEST Forum business.  A great deal was discussed and the networking at this year’s summit was very productive for small business.  The Board meeting opened with 2013 Board Chair Tim Harden, President of AT&T Supply Chain and Fleet Operations, and Vice Chair Steve Pickett, President and CEO of Telmar Network Technology (a Jabil Company), presiding.

    Reports were provided by each of the working committee chairs, Executive Board initiative(s) chairs, regional chairs and QuEST Forum CEO, Fraser Pajak.  Progress was made in 2012 and the Board is looking for even greater accomplishments in 2013, especially in different industry sectors by bringing in new members, addressing regional needs and broadening the scope of influence of both TL 9000 and QuEST Forum in the global ICT domain.

    New Global Initiatives

    An example of such global initiatives is working with South and Central American services providers (MSOs).  QuEST Forum is employing great resources to work with South and Central American service providers and suppliers in an effort to provide expertise on improving network quality in these countries.   In light of the FIFA World Cup in 2014 and Summer Olympics in 2016, Brazil in particular is looking for ways to ensure top quality and reliability of their ICT network for these events.  QuEST Forum is definitely increasing traction in this region.

    New ICT Sectors

    There was great discussion about the ways that QuEST Forum might provide value in the wireless network arena, particularly around wireless cell tower quality and wireless handset manufacturing.  Be aware that new sub teams may be formed around these subjects, so that if you have an interest, you should plan to participate!

    New Revisions To The TL 9000 Standard

    There will be a new Revision of the TL 9000 Requirements Handbook, Rev. 5.5 that will be effective on December 31, 2013 and must be implemented by December 31, 2014.  The IGQ (Integrated Global Quality) work group reviewed submitted comments at the IGQ meeting on Jan. 31 and reviewed most of the comments.  At this time, it looks like there will be only 2 new requirements, clarification on current requirements and not a major revision.

    Comments for the new revision of the TL 9000 Measurements Handbook Rev. 6.0 will be solicited in June 2013 from QuEST Forum.  If you think there are current measurements that need to be revised or new measurements added, this would be the time to submit your suggestions.  Be looking for more information from QuEST Forum in May and June concerning how to provide your input for the new measurement handbook revision.

    BIZPHYX Makes The 340 Club

    BIZPHYX was recognized for achieving participation in the QuEST Forum 340 Club.  The 340 Club is for those members of QuEST Forum that exhibit exceptional membership participation in forum activities through their employees investment of time and efforts in multiple work groups, sub teams and regions along with generous event sponsorships.  This is the second straight year BIZPHYX has been recognized for our contributions to QuEST Forum!

    BIZPHYX CEO, Sue Clancy was recognized for her role as an Executive Contributor to the Executive Board in 2012 and BIZPHYX, SVP, Bob Clancy received recognition for his contribution as secretary of the GBE (Global Business Excellence) work group.

    As an Executive Contributor, Sue has led the efforts of the Small Business Group under the sponsorship of JoAnn Brumit of Karlee and there will be some interesting news to report in an upcoming press release about this QuEST Forum Small Business Group efforts.

    As we discussed in our year end article, What’s In Store For ICT Quality in 2013, the ICT landscape continues to evolve into the cloud, M2M and public utility grids and so will TL 9000.  So stay tuned, it’s going to be a very interesting year!

    What’s In Store For ICT Quality Next Year? A Look At TL 9000 In 2013: 

    As we get ready to close 2012, it’s important to reflect on where TL 9000 has made an impact in the past year.   NEC’s mobile operation recently certified to TL 9000 and there has been a rapid deployment of TL 9000 registrations around the globe.  In the USA, there are many ICT segment leaders that have utilized TL 9000 to transform their telecom business models, such software innovator BroadSoft and major service provider (MSP), AT&T.

    For example, in May of this year, AT&T reached a new milestone with the successful conversion of 23 network operations centers from the ISO 9001:2008 standard to the more appropriate TL 9000 standard under product categories 7.1.2, Provisioning and 7.3.2, Network Operations Center.  These centers include the Global Network Operations Center, Central Office and Mobility Dispatch Centers, Network Reliability Centers, Transport Provisioning Centers and Network Translations Centers.   These centers join an already impressive line-up of TL 9000 registrations in AT&T which include Procurement, C&E Pole Placement and the Long Distance Service Center.  We were proud to be a part of that process.  AT&T continues to expand their TL 9000 program with three more network centers in the process of implementing the standard and others are in the queue.  BIZPHYX remains engaged in leading their diverse suppliers through TL 9000 implementations.

     

    Global Adoption

    Clearly global quality remains a critical element in supply chain risk and risk management.  ICT supply chains are very complex with critical Tier 1 and 2 manufacturers and suppliers located overseas.  That’s why QuEST Forum works so diligently with their global “hubs” to expand TL 9000 education and certifications in Europe, India, China and Japan.  As a global trainer provider and member of QuEST Forum, we’re involved in this process by providing the necessary training to help drive these implementations.

    This focus will only continue to expand in 2013.  In just the past few months, many new registrations have been earned in the APAC region by companies such as Daesung Network Technology Co., Ltd., Delta Power Solutions India Private Limited, Flextronics (Nanjing) Technology Co., Ltd., Flextronics Computing (Suzhou) Co., Ltd., GOVA, Huizhou Fantop Optoelectronics Display Co., Ltd., Mobile Nine, Co., Ltd.,Network Systems & Technology (P) Ltd. – Communication Business Unit and Aricent Technology (Shenzhen) Company Limited.

    The Standard Expands: Next Generation Measurements and Upcoming Revisions

    As the ICT landscape continues to evolve into the cloud and public utility grids, so will TL 9000.  QuEST Forum Next Generation Measurements (NGN) sub teams are focusing on the areas of Pre Deployment, Software/Applications, Sustainability, Performance, Security, Cloud Computing/Data Center, Enterprise and Wireless.  Cloud and Wireless sub-teams are actively reviewing Product Categories and exploring new measurement possibilities. The Wireless sub-team has documented a Peak Throughput measurement that is ready to move into a trial phase.

    As many are aware, the TL 9000 Measurements Handbook R5.0 goes into effect in 2013 and work on the Requirements Handbook R5.5 are already underway.  The integrated Global Quality (IGQ) Requirements & Measurements Work Group (WG) has agreed to send out the TL 9000 Requirements Handbook Draft Release 5.5 for a full Forum review. Comments are being solicited and are already due back to IGQ prior to the 2013 Leadership Summit, Work Group Meetings and Strategic Initiative Meetings in late January of 2013.

    All of this work keeps the TL 9000 quality standard on the cutting edge of ICT, while preparing for advances in telecom products and services in addition to expanding deployment of the standard in market segments such as cable and video.

     

    New Market Segments, Brand Expansion

    New QuEST Forum CEO, Fraser Pajak is wasting no time in elevating the discussion of TL 9000 with other ICT organizations.  Just recently, Fraser presented at the 2012 International SNO Conference.  The Service and Network Operations group (SNO) is a working group put in place by the International Telecommunication Union – Telecommunications Sector (ITU-T) to encourage the development and the implementation of Network and Service Management activities.  He presented on QuEST Forum’s benchmarking capabilities.  As a result, Time Warner is now involved in QuEST Forum.

    Fraser also recently presented at the ETIS Community Gathering 2012 in Athens.  ETIS is a membership based organization which brings together the major telecommunications providers in Europe on key information and communication technology issues.  This level of recognition supports the goals and objectives of the EMEA region.

    Look for this type of leadership to rapidly increase as QuEST Forum CEO, Fraser Pajak implements his strategic plan to expand TL 9000 into new segments of the industry.

    2013 is on track to be an incredibly busy year for the TL 9000 quality management system and we will continue to provide important information to our readers.  BIZPHYX CEO, Sue Clancy remains on the QuEST Forum Executive Board as an Executive Contributor and BIZPHYX Senior Vice President, Bob Clancy is the Co-Secretary of the GBE Work Group along with executives from Fujitsu, Cisco Systems and Alcatel-Lucent.  In March, we will be facilitating TL 9000 sanctioned training in Bangalore, India and we are also leading the way with the new VILT auditor courses.     TL 9000 Alert 12-003A: TL 9000 Formal Complaint Process 

    As you may know, QuEST Forum recently released TL 9000 Alert 12-003A regarding the TL 9000 Certification Complaint Process previously described in TL 9000 Alert 05-006A.

    To help you better understand TL 9000 Alert 12-003A, please watch this video clip from BIZPHYX Senior Vice President, Bob Clancy.  In this video, Bob describes the formal process that allows for customer feedback to the certification bodies (CBs) and accreditation bodies (ABs) of any apparent failure by a TL 9000 certified organization to meet the TL 9000 requirements.  We have posted the official QuEST Forum alert and documentation on the BIZPHYX Knowledge Base.

    Has TL 9000 Improved Telecommunications Industry Quality? 

    When clients are making the decision to certify to TL 9000, a question that we are often asked is if certification will make their company stronger and help to reduce poor quality.  The answer is a resounding “yes”,  as evidenced by the improvements in profitability, productivity and customer satisfaction organizations experience as they mature in their quality system (TL 9000 and ISO 9001).

    TL 9000 is in its second decade as the telecommunications quality standard.  QuEST Forum the governing body over the standard, fields the same questions about improvements in quality and performance.  To back-up claims about TL 9000 and TL 9000 certified companies; they publish a number of reports regarding measures in different categories.  Has TL 9000 improved telecommunications industry quality?  That would also be a resounding “yes” and the numbers simply don’t lie.

    For example, in the Hardware Return Rates (FR) Wireless Network Infrastructure Study, the monthly average ERI over the four categories improved 45% from 2.0% per year to 1.1 % per year.  YRR showed dramatic improvement in 2 of 4 product categories (Base Transceiver System with 75% decrease in returns and WLAN Base Stations with 71% decrease in returns.)

    In the OTD (On Time Delivery) Study, five categories experienced major delivery performance improvement.  The overall variability across categories reduced from (31% – 98%) to (72% – 99%) and the Worst In Class delivery performance improved on average from 30% to 54%.  The data clearly illustrates the importance and benefits of TL 9000 measurements and benchmarking.  Use your data in RFPs to show clients the benefits you bring as a TL 9000 supplier.  All of the current QuEST Forum reports can be accessed on our Knowledge Base and make great case statements about the value of being a TL 9000 certified company.

    TL 9000 News: Updated TL 9000 Portal and Best Practices 

    Many exciting things are happening regarding the TL 9000 standard and its growth and acceptance in ASIA.  We’ve got an important announcement next week regarding BIZPHYX’s new role in that process.  The 2011 APAC Best Practices Conference will be held November 8-10, 2011 in Beijing, China and will center around the theme “Integrated Communications: The Next Quality Paradigm.”  BIZPHYX CEO, Sue Clancy will be facilitating jump-starts at this conference in Beijing.

    The next QuEST Forum America’s Best Practices Conference will be held September 12–14, 2011 in Seattle, Washington, following the same theme of “Integrated Communications”.  BIZPHYX is a sponsor of the Executive Board Dinner along with colleagues Teltech Communications and Triage Partners.

    Recently, the Annual Performance Data Reports (PDRs) were recalculated to include the average number of normalization units from all certified registrations in 2010 for each of the measurements where normalization units apply.  These Annual PDRs are accessed from the TL 9000 Registration home page and are free to all TL 9000 certified registrations.  QuEST Forum member companies will be able to retrieve all product category’s Annual PDR data in early July from the normal monthly Performance Data Reports access page.

    Finally, the latest version of the QuEST Forum/TL 9000 portal is now live.  Several changes were made, including the explicit declaration of exclusions and exemptions in the TL 9000 registration profile and the addition of a new feature-the ability to upload photos for QuEST Forum events.  You can also view photos uploaded by other conference attendees.
